The Australian skipper has taken 309 wickets in 71 Test matches with an average of 22.10.
The Australian chair of selectors Bailey has confirmed that skipper Cummins will have a crucial role in this winter's Ashes series.
There were concerns that the veteran bowler might be unavailable due to a ongoing back issue that was still troubling him.
Initial reports from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the extended contest set to start on 21 November in Western Australia.
Bailey expressed that Cummins is "building up" and remained hopeful about the likelihood of participating.
"We know that the window is narrowing and various factors at play, not just the back issue, but other factors as well," Bailey remarked.
"We're encouraged. There's strong faith that he'll participate in a key capacity. With luck it's the first Test. Should that not happen, we'll adjust."
Previous Setbacks
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals last month after medical tests showed a lumbar bone stress.
There is a track record of back injuries, with setbacks in several earlier campaigns causing him to miss several home seasons in a short span.
Cummins stated he would be proactive in his approach in his comeback strategy to make the squad for the Ashes.
The selector indicated that it was unclear if he had started his bowling workouts as part of his comeback but acknowledged it was "getting tight" for him to regain fitness for the initial match.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from Australia's squad for their limited-overs matches against the subcontinent side as a precautionary measure because of discomfort in his torso.
Bailey described it as a "minor" injury and stated that he'll feature in the Sheffield Shield, so will be "in a good place to resume bowling."
"Extensive planning has gone into creating the schedule for him to participate for the initial game as an dual-role player," he elaborated.
"His involvement was limited to the initial matches in any case. How he handles the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to approach this more conservatively."
